28 July 2025
The Force Design 2028 (FD2028) Execution Plan Summary has been released and can be accessed at https://www.mycg.uscg.mil/News/Article/4256392/coast-guard-shares-execution-plan-for-force-design-2028/. The FD2028 framework outlines critical initiatives that will better prepare and position the Coast Guard Auxiliary as a true augmentation and support force through the following imperatives:
Strategic Imperative P-1: Grow the Coast Guard’s Future Force Starting Today
Key Enabler P-1.1: Modernize and Expand Accessions, Advancements, and Promotions
- Auxiliary Impact: The Auxiliary is explicitly tasked with developing innovative methods to leverage private sector experience to support recruiting outreach. This aligns the Auxiliary’s civilian expertise and networks with broader Coast Guard talent acquisition goals, particularly in hard-to-reach or specialized sectors.
- Benefit: It elevates the Auxiliary’s role in shaping the future force by positioning it as a strategic recruiting partner, tapping into communities and industries the Active and Reserve components may not reach as effectively.
Key Enabler P-1.4: Leverage the Coast Guard Auxiliary to the Full Extent of Its Authorities
- Auxiliary Impact: There is a renewed focus on expanding Auxiliary recruitment nationwide, specifically targeting individuals who are unable to serve in Active or Reserve roles but are highly motivated to contribute.
- Benefit: This approach broadens the Auxiliary’s base, enabling greater force multiplication, diversity of experience, and readiness. It underscores the Auxiliary’s unique ability to integrate committed civilians into operational and support roles that enhance the total force.
Overall Strategic Benefit to the Auxiliary
- Elevates the Auxiliary’s national importance as a permanent and proactive element of Coast Guard force development.
- Expands operational relevance by embedding the Auxiliary in the Coast Guard’s talent and capability pipeline.
- Solidifies its identity not merely as a volunteer organization, but as a force enabler essential to mission execution and strategic growth.
Overall, FD2028 positions the Auxiliary as an indispensable component of the future Coast Guard, one that is empowered, integrated, and mission-ready.
